NEWS FROM SPAIN

The AVIII Conference of Information and Documentation in Health Sciences@ was held on 4-6 November 1999 at the Medical Faculty of Santiago de Compostel University. This meeting was organised by the Health Sciences Libraries Group of the Spanish Society of Scientific Documentation (SEDIC) on the theme: AInformation at the Service of Health: New Challenges.@

This meeting followed on from the one held in Granada two years ago. The general aim of this eighth edition was to Apromote awareness of the need to produce and disseminate information with added value, playing an active role as a fundamental part of information systems in health sciences.@
The meeting was based on round tables covering the following areas:

  1. Standards for Hospital Libraries.
    Aim: to establish the basis for the elaboration of a framework/guidelines document on standards for hospital libraries in Spain, with a view to obtaining a useful instrument for the continued improvement in the quality of our centres.
  2. Perspectives on Information in Health Sciences.
    Aim: to analyse the points of view of different professionals working with information in health sciences and who need to access information for their work, in order to reach a deeper understanding of our professional future.
  3. Information Strategies in Health Systems
    Aim: to achieve genuine integration of libraries and documentation centres in health information systems.

An important start was the inaugural address by Abel Packer, Director of Bireme,Centre for Latin America and the Caribbean of Information in Health Sciences, who presented the Virtual Health Library and Scielo electronic on-line scientific library. The projecct has been functioning regularly since its initiation in June 1998, and constitutes a model for the publications of electronic science journals, initially for Brazil and latterly for Latin America and the Caribbean. At present the sciELO sites for Brazil and Chile are available with a collection of science journals from different scientific areas, offering universal access to full text articles, data base searches and reports on use and impact.

Also noteworthy was the attendance of Jorge Veiga, Director of the National Health Sciences Library, who on the last day presented the Bibliographic Index of Health Science Publications (IBECSE). This consists of the creation of an information system which takes in scientific production in health sciences , with special emphasis on work carried out in Spain and published in science journals. The aim is to make this system available for use by all groups involved.

In order to achieve this aim it was decided to implement the methodology used by Bireme, and with this in view an agreement for collaboration between the two institutions was signed.

The closing address was given by Gerardo R. Seoane, who spoke on AThe Management of Knowledge@.

CONCLUSIONS

The Scientific Committee met on 6th November and drew up the following conclusions:

  • To establish the basis for a guideline document, subject to continued revision, which will provide standards for the Hospital Libraries System developed by qualified professionals and recognised by the corresponding official bodies.
  • To consolidate the role of the documentalist as the fundamental basis in the organisation and diffusion of information.
  • To promote the creation of consortiums integrating all the organisations involved in the area of health sciences-universities, hospitals, the pharmaceutical industry, etc- in order to facilitate cooperation and the rational use of economis, technical and human resources.
  • To participate actively in the communication media of our users: Conferences, specialised press and medical lists.
  • The integration of the working group on health science libraries, in order to bring together all professionals involved, to guarantee the continuity of these Conferences and the in-job training and potential of these professionals, to set up work guidelines which allow further in-depth study of those questions considered above and those which may arise in the future, and to represent this collective in other forums and for political authorites.

The Conference was very much appreciated for its interesting presentations, as well as for the extremely successful organisation and outstanding work of Ana Santos, Azucena an Uxia from the Organizing Commitee.

His Royal Highness Prince of Spain Felipe de Borbon recently visited the Marquesa de Pelayo Library Hospital in Santander, Spain. During the visit, Prince Felipe received an explanation from the librarian Maria Francisca Ribes, about the electronic information retrieval system who also demostrated it using data bases such as Medline and Cochrane Library. Prince Felipe asked some questions about the searches and followed the process attentively. It was a big pleasure to have in the library such a splendid royal guest.

NOUVELLES D’ESPAGNE

La 8ème conférence sur l’Information et la Documentation dans le domaine de la santé a eu lieu les 4-6 novembre 1999 à la Faculté de Médecine de l’Université de Santiago de Compostelle.
Cette réunion était organisée par le groupe des bibliothèques du domaine de la santé, de la Société Espagnole de Documentation Scientifique (SEDIC) sur le thème: " L"Information au service de la Santé: Nouveaux défis".

Cette réunion faisait suite à une réunion antérieure à Grenade, il y a deux ans. L’objectif principal de cette 8ème édition était d’attirer l’attention sur le besoin de produire et de disséminer une information avec valeur ajoutée, jouant ainsi un rôle actif en tant que partie intégrale du système d’information dans le domaine de la santé.
La réunion comprenait des tables rondes sur les sujets suivants:

  1. Standards pour les bibliothèques d’hôpitaux. Objectif: Etablir les bases nécessaires pour l’élaboration d’un cadre de référence, d’un document de directives sur les standards nécessaires pour les bibliothèques d’hôpitaux en Espagne, en vue de développer un instrument valable pour l’amélioration de la qualité de nos centres [d’information].
  2. Perspectives sur l’Information dans le domaine de la Santé. Objectif: Analyse des points de vue de divers professionnels du domaine de la santé,qui ont besoin d’information pour leur travail afin d’atteindre une compréhension plus étendue de leur avenir professionnel.
  3. Stratégies de l’Information dans les systèmes de santé.

    Objectif: Réaliser l’intégration des bibliothèques et centres de documentation dans les systèmes d’information de santé publique.

L’adresse inaugurale de Abel Packard, Directeur de Bireme, Centre d’Information sur la Santé pour l’Amérique Latine et les Caraibes, représentait un point de départ important par sa présentation sur la Bibliothèque Virtuelle et SCIELO, la bibliothèque scientifique électronique en ligne. Ce projet est opérationnel depuis Juin 1998 et représente un modèle pour les publications électroniques de journaux scientifiques, au début pour le Brésil et ensuite pour l’ Amérique Latine et les Caraibes. Aujourd’hui les sites de SCIELO pour le Brésil et le Chili offrent une collection de journaux scientifiques dans divers domaines, avec la possibilité d’accéder au texte complet des articles, la consultation de bases de données et des rapports sur son utilisation et son impact.

On doit également mentionner la présence de Jorge Veiga, le Directeur de la Bibliothèque Nationale de Médecine qui présenta, le dernier jour, l’Index Bibliographique des publications du domaine de la Santé (IBECSE). Ce projet représente la création d’un système d’Information dans le domaine de la santé avec une emphase spéciale sur le travail réalisé en Espagne et diffusé dans les journaux scientifiques. Le but est de rendre ce système disponible pour tous les groupes concernés.

Afin de réaliser ce but, il a été décidé de recourir à la méthodologie de Bireme et c’est pourquoi une entente de collaboration entre les deux institutions a été signée.
Le discours de cloture fut présenté par Gerardo R. Seoane, qui parla de la gestion de la connaissance.

CONCLUSIONS

  • Le comité scientifique s’est réuni le 6 novembre et a rédigé les conclusions suivantes:
  • Etablir les bases d’un document de directives, sujet à revision, qui représentera les standards pour le système des bibliothèques d’Hôpitaux. Ce document sera développé par des professionnels qualifiés et sera reconnu par les autorités officielles correspondantes.
  • Consolidation du rôle du documentaliste comme base fondamentale dans l’organisation et la diffusion de l’information.
  • Favoriser la création de consortiums réunissant toutes les organisations dans le domaine de la santé, universités, hôpitaux, industrie pharmaceutique, etc. afin de faciliter la coopération et l’utilisation rationnelle des ressources économiques, techniques et humaines.
  • Participer activement aux milieux de communication des utilisateurs: conférences, presse spécialisée et listes médicales.
  • Intégration du groupe de travail dans les bibliothèques de santé afin de regrouper les professionnels concernés, de garantir la continuité de ces conférences et la formation en emploi et l’utilisation du potentiel de ces professionnels pour établir des directives de travail qui permettront de poursuivre l’étude de ces questions et de celles pouvant surgir à l’avenir, et d’assurer une représentation collective dans d’autres forums et auprès des autorités politiques.

La conférence fut très appréciée pour ses présentations intéressantes de même que pour son organisation très efficace et pour le travail remarquable de Ana Santos, Azucena et Uxia du comité d’organisation.
Son Altesse Royale le Prince d’Espagne Felipe de Bourbon a visité récemment la bibliothèque de l’Hôpital Marquesa de Pelayo de Santander en Espagne. Au cours de sa visite, Maria Francisca Ribes présenta une explication sur le système électronique de recherche d’information ainsi que l’utilisation de bases de données telles que Medline et la Librairie Cochrane. Prince Felipe posa quelques questions sur le système et suivit attentivement la démonstration. Ce fut un grand plaisir d’avoir dans la bibliothèque un tel hôte royal.
