Between 11 - 13 November the Romanian Educational Libraries Association held its Annual Conference. The venue was the Convention Centre in Busteni, which is one of the most impressive mountain resorts situated in the Southern Carpathians, towered by Mount Caraiman, over 2000 m high. The choice of place was a good one, the Centre having all modern facilities and enough rooms for the sections meetings, even though the foreign guests kept looking out of the windows on the white-peaked mountain glittering in the sun, a scene that seemed to be sliced from a Swiss chocolate bar wrapping. The Annual Conference marked 10 years of existence of the Association in its present form, so the plenary session was more on the festive side, almost entirely dedicated to commemorative speeches and honorary awards. For us, medical librarians, however, this Conference was important because it marked - at long last - the "birth" of the Medical Libraries Section. I think Romania was (among?) the last to establish at least a medical section or group at a national level. All my previous efforts and arguments have not succeeded in convincing the council that such a section was needed.

Perhaps we just had to wait for conditions to be right. During the past year all the medical libraries had put a lot of pressure "at the top", perhaps realizing themselves even more that a medical section to coordinate and develop joint projects was mandatory. A strong argument, I may say, was that the Editor of the EAHIL Newsletter came from a Romanian medical library, while Romania did not even have any form of associative structure. Anyway, the Romanian Medical Libraries Section within the national library association has been established, and we hope it will live up to our own expectations. Most of the time of the first meeting was taken up with administration and organization - electing a president, vice-president, and secretary, scheduling the first working meeting. The founder library members of the section were the 12 major medical university libraries in the country, and invitations to join were issued to the other health sciences libraries in the educational system (private medical schools, nursing school libraries). Our first meeting was attended and sponsored by SWETS & ZEITLINGER GmbH subscription service,Frankfurt who briefly presented the advantages of cooperation for increased access to journals.

The first working meeting of the Medical Section took place only ten days later, on the 23rd of November, in the Central Library of the University of Medicine and Pharmacy in Bucharest the capital. All the founder libraries were very well represented and the keynote of the meeting was enthusiasm. The agenda was full and the meeting, which started at 10 a.m., went on into the late evening hours. The first point was the discussion of the draft project of the Romanian Health Libraries Consortium. Mission, objectives, membership, bylaws and working protocols were established and gathered in a final document, signed by everyone present. Though the consortium is in a way the Library Association Section's "baby", it turned out to be larger than the "mother" because we decided that it should include all the health sciences libraries in Romania, namely hospital and biomedical research institutes, not only those belonging to the educational system, though the latter are by far, more developed and resourceful (cf. EAHIL Newsletter 49). Again, invitations for joining were issued, and now we already have two large hospital libraries and one research institute library as members of the consortium.

The subsequent issues on the agenda were all about joint projects to start in the year 2000: the development of working tools, such as a complete guide to health sciences libraries in Romania, unified journal catalogue (the National Library has one but with too long a publication time lag which makes it impractical), ILL protocols. The two major ongoing projects we are tackling are the full translation of MeSH (some of this has already been done, with slightly different record format), and the creation of the Romanian medical database (searchable also in English and French), including principally Romanian journals, but also some monographs and conference proceedings. Task forces were appointed and deadlines were set. The striking fact which came through during this first meeting was the high degree of overlapping of ideas, working patterns and projections of the future. Until now, Romanian libraries were practically working in isolation, trying to make the best of their resources using their own methods. I must admit that I had been more than a little wary about how things would progress. It was a very pleasant surprise and a warming feeling to see that everyone was thinking alike, that they had done very similar things, and the little differences we had were very remote from the essence that would make them unsolvable. I think that one of the big advantages of cooperation manifested at our meeting, namely the feeling of belonging to the same profession, sharing the same ideas and aspirations. Ad astra!

L’Emergence d'une Section de Bibliothèques Médicales Roumaines

Entre les 11-et 13 Novembre, l’Association des bibliothèques d’Education Roumaines a tenu sa conférence annuelle au Centre de Conférences Busteni qui se trouve être une des régions de montagne les plus impressionnantes dans les Carpathes du Sud, dominée par le Mont Caraiman, de plus de 2000 m. Le choix était judicieux car le Centre offre toutes les facilités modernes et suffisament de salles pour les réunions de sections, quand bien même les hôtes étrangers regardaient continuellement par la fenêtre les montagnes étincelant de neige, une scène qui semble avoir été découpée dans l’emballage d’un chocolat Suisse. La réunion annuelle marquait le 10ème anniversaire de l’Association si bien que la séance plénière fut entièrement dédiée à des discours commémoratifs et des distributions de prix d’honneur. Pour nous autres, bibliothécaires médicaux, cette conférence était importante parce qu’elle marquait la naissance d’une section de bibliothèques médicales. Je crois que la Roumanie était la dernière à établir une section médicale ou un groupe au niveau national. Tous mes efforts et arguments précédents n’avaient pas réussi à convaincre le Conseil qu’une telle section était nécessaire. Peut-être devions-nous seulement attendre que les conditions soient mûres.. Au cours de cette dernière année, toutes les bibliothèques médicales firent pression au sommet, peut-être réalisant elles-mêmes à quel point une section médicale pour coordonner et développer des projets en commun était devenue obligatoire. Un des arguments importants était que l’Editeur du Bulletin d’Information de l’AEIBS venait d’une bibliothèque médicale Roumaine alors que la Roumanie n’avait même pas des structures associatives. Quoi qu’il en soit, la Section des bibliothèques médicales Roumaines a été établie au sein de l’association nationale des bibliothèques et nous espérons qu’elle remplira notre attente.

La majeure partie de la première réunion fut consacrée à des questions administratives et à son organisation - élection du président, vice-président et secrétaire, et à l’agenda des premières réunions. Les membres fondateurs de cette section comprenaient les 12 bibliothèques médicales universitaires les plus importantes du pays et des invitations pour se joindre à la section furent envoyées aux bibliothèques de santé publique, au système d’éducation (écoles médicales privées, bibliothèques de soins infirmiers). SWETS & Zeitlinger GmbH, service d’abonnements, offirent leur support et participèrent à cette réunion en parlant brièvement de la nécessité de coopérer pour augmenter l’accès aux périodiques.

La première réunion de travail eu lieu 10 jours plus tard, le 23 Novembre, à la Bibliothèque Centrale de l’Université de Médecine et de Pharmacie de Bucharest, la capitale.

Toutes les bibliothèques fondatrices y étaient représentées et l’enthousiasme régnait. Le programme était chargé et la réunion qui commenca à 10 heures du matin, se prolongea tard dans la soirée. Le premier point discuté fut un projet de Consortium des bibliothèques de santé Roumaines. La mission, les buts, le statut des membres, les statuts et les règles de procédures furent établis et rédigés dans un document final, signé par tous les membres présents. Bien que le Consortium ne soit que la progéniture de la section de l’Association, il se trouve qu’il dépasse la section car nous avons décidé que toutes les bibliothèques de santé de Roumanie, bibliothèques d’hopitaux et des instituts de recherche en bio-médecine devaient en faire partieet non seulement les bibliothèques du système d’éducation bien que ces dernières soient de loin plus développées et plus riches en ressources. A nouveau, des invitations pour s’y joindre furent envoyées et maintenant il y a deux grandes bibliothèques d’hôpitaux et une d’un institut de recherche comme membre du consortium.

Les autres parties du programme concernaient des projets en commun pour l’an 2000, le développement d’outils de travail tels qu’un guide complet des bibliothèques de santé de Roumanie et un catalogue partagé des périodiques.

(La bibliothèque Nationale en possède un mais les délais de publication le rende peu pratique), des protocoles de prêt interbibliothèques). Les deux projets majeurs concerne une traduction complète de MESH (dont une partie a déjà été faite dans un format quelque peu différent) et la création d’une base de données médicale Roumaine ( avec des recherches possibles en anglais et en francais mais comprenant principalement les journaux Roumains, quelques monographies et les comtptes-rendus de conférences). Des groupes de travail furent désignés et des dates établies. Ce qui marqua cette réunion fut le nombre d’idées communes, de méthodes de travail et de projections dans l’avenir. Jusqu’à présent, les bibliothèques Roumaines travaillaient beaucoup dans la solitude essayant de tirer le maximum de leurs ressources et de leurs propres méthodes. J’étais quelque peu sceptique sur la manière dont tout cela se déroulerait. C’était une surprise agréable et un sentiment encourageant de découvrir la communauté des idées, de projets semblables et le peu de cas de différences d’opinion insolubles. Un des grands avantages de l’esprit de coopération manifesté était le sentiment d’appartenir à la même profession, de partager les mêmes idées et buts. Ad astra!
