A president for interesting times by Tony

The Editor asked me to write this - 750 warm words to mark the end of Elisabeth Husem's
term of office as EAHIL president, please - and they are proving extremely difficult to
produce. This is not because I can't find anything complimentary to say about Elisabeth,
far from it; and it is certainly not because her Presidency has been lacking in
achievement, nothing could be further from the truth. The problem is to produce something
that does justice to Elisabeth's vivacity and creativity and avoids sounding like a
memorial. Which is not not not appropriate.
I have worked with Elisabeth on the EAHIL Board for six years, and look forward to
working with her for many more years through EAHIL, the International Congress and
elsewhere. She has all the classic qualities of the born leader. She knows where she wants
the organisation to go, works hard to get there, has an instinctive understanding of and
respect for the abilities and priorities of those around her - and lovely person though
she is you know in your heart you don't want her annoyed with you!
But in trying to capture the essential quality of someone liked and respected by
everyone who works with her, I kept coming back to Elisabeth's extraordinary ability to
forge disparate groups of individuals into happy, motivated teams. I have seen this happen
twice. The first time was in 1994 when she chaired the organising team for the Oslo
conference, a terrific and able group in their own individual selves but showing an
extraordinary coherence and unity of purpose. Then, when she became president the same
thing happened again in the EAHIL executive board as we have been gently welded into
exactly the same sort of productive, happy group as the Oslo conference team.
No-one can say that Elisabeth's double term as EAHIL president has been without
incident and achievement. She leaves office having presided over two conferences that have
been highly successful both as events and in the steadily improving standard of their
professional content; and also over two workshops which broke new ground for the
Association in drawing into the mainstream of our professional life the countries of
eastern and central europe - an issue very dear to her heart. Under her direction EAHIL's
finances have become much stronger, with financial reserves sufficient to cope with the
unexpected. Elisabeth has also been an effective ambassador for european medical
librarians, representing us at Medical Library Association conferences and in particular
contributing substantially to the development of the National Library of Medicine's
international programmes.
The crowning achievement of the Elisabeth Husem presidency, though, has undoubtedly
been the smooth and effective way in which EAHIL has implemented the changes in our
administration - moving from Belgium to the Netherlands, and from running our own office
with a directly-employed secretary to having our administration run for us under contract
from the University of Amsterdam. This has involved an immense amount of work and every
member of the executive board has contributed significantly, and it is typical of
Elisabeth that she could quickly work out what each of us had to offer - and then make
sure (in the gentlest possible way) that we all did what we promised! As president, it has
been her responsibility to hold the project together and keep it on schedule.
As the incoming president Manuela Colombi inherits a healthy Association and an
enthusiastic, unified executive board who enjoy working together. This is the intangible
legacy that Elisabeth leaves as she moves into my seat as past president, and the
intangible legacy will be the new set of statutes being developed by Ragnild Lande's
working party for debate by the 2000 general assembly.
Now she is no longer EAHIL president she has promised to work even harder as a member
of the organising committee for next year's international congress in London. I hope she
will feel at home with the way the congress is being put together - she should do because
it owes a lot to the lessons learned from her and her team in Oslo. Elisabeth is a family
friend as well as a professional friend; she is one of those who seems to just improve
everything she gets involved with and EAHIL has been lucky to have her as president during
a period of time potentially fraught with difficulties.

Executive Board meeting in Amsterdam

The Executive Board meeting in late 27-28 November, 1998 in Amsterdam was in a way an
extra meeting because of the Association's move to Amsterdam. The physical move itself
went nicely: Roselyne Hoet, who retired as the secretary after this, Arne Jakobsson, the
treasurer and the supervisor and board member Suzanne Bakker took care of the maneuvre
with a big van.
As Suzanne Bakker was elected a new board member, she will have a dual role now, being
the supervisor of the secretariat and working closely also with the technical secretary
Karen Beijer. The unprecented dual role was discussed, because it was raised by members of
the board and by EAHIL members outside the board. The board agreed unanimously that we can
all rely on the manifest good sense and probity of Suzanne to deal properly with any
potential conflicts of interest and to manage her duties effectively.
The whole procedure of moving an association from one country to another - although
within Europe - was very interesting and more complicated perhaps than what we had
thought. The legislation in the Netherlands is different from that in Belgium, the
statutes had to be translated into Dutch, a new bank account had to be opened, and from
1999 on, we are handling euros. We all hope that using euros will make the money transfers
of e.g. the membership fees simpler and easier.
As mentioned in the previous issue of the Newsletter, the Association now has to comply
with Dutch law. This means that we have to change the Statutes already now at three areas;
this is also what the lawyers stipulated, who are managing the incorporation of EAHIL in
the Netherlands. Firstly, the seat of the Association is situated in the city of Amsterdam
in the Netherlands. Secondly, the Board agreed on the procedure for authorising changes in
the annual subscription and thirdly, we agreed on the procedures for approving and
monitoring official EAHIL programme of work. In fact, these are technical revisions only
and represent no substantive change in the governance or procedures of the Association.
Copies of the version of the statutes prepared for Dutch law may be obtained on request
from the secretariat in Amsterdam and a copy of the statutes will also appear on the EAHIL
web site.
Allocation of duties for 1999 within the Board are as follows: Manuela Colombi is the
President, Liisa Salmi the 1st Vice President and Alice Nørhede 2nd Vice President, Arne
Jakobsson continues as the treasurer and Elisabeth Husem acts as the past President. Tony
McSeán goes on as the secretary and Suzanne Bakker is now the 2nd secretary. As was done
before, the candidate at the Board election who received most votes of the unelected ones,
was asked to join the board as a co-opted member with full rights to participate apart
from voting rights. Thus, Meile Kretaviciene from Lithuania is now also a member of the
Board. The candidate with the next highest number of votes, will be added to the
circulation list of all board papers.
The chairperson of the active Pharmaceutical Subgroup, Vincent Maes, has changed his
job and has left the EAHIL. We invite all members interested in being the new chairperson
to contact the secretariat.
The Local Organising Committee and the International Programme Committee for the Tartu
Workshop 1999 held a joint meeting in Tallinn in late November. It was a very good
meeting, and the programme and other essential information you can read in this issue of
the Newsletter. The Lithuanian and Latvian representants, in addition to Swedish and
Finnish members attended the meeting, and once more, it was useful to discuss matters face
to face to better understand circumstances in other countries. Estonia is an exciting
country, and there will also be a preworkshop visit to Helsinki and a postconference tour
in other Baltic countries and possibly in St. Petersburg.

La réunion du Bureau Exécutif à Amsterdam
NOUVELLES DE L'ASSOCIATION - Liisa Salmi

La réunion du bureau exécutif des 27 et 28 novembre dernier à Amsterdam était en
quelque sorte une réunion extraordinaire à cause du déménagement de l'association. Le
déménagement physique en lui-même s'était bien déroulé: Roselyne Hoet, qui s'est
retirée tout de suite après, Arne Jakobsson, le trésorier, et Suzanne Bakker, la
superviseuse et membre du bureau, avaient pris cela en main avec un grand van.
Après son élection comme nouveau membre du bureau, Suzanne Bakker aura désormais un
rôle double, étant également la superviseuse du secrétariat et travaillant aussi
étroitement avec la secrétaire administrative, Karen Beijer. Ce double rôle sans
précédent a été examiné suite aux interrogations des membres du bureau et d'autres
membres de l'AEIBS. Le bureau a décidé à l'unanimité que nous pouvions tous faire
confiance au bon sens manifeste et à la probité de Suzanne Bakker pour gérer
adéquatement les éventuels conflits d'intérêt et de mener à bien ses missions.
Toute la procédure de déménagement d'une association d'un pays à un autre - même
en Europe - était très intéressante et peut-être plus compliquée que ce que nous
avions prévu. La législation néerlandaise diffère de la belge, les statuts ont dû
être traduits en néerlandais, un nouveau compte en banque a été ouvert et, à partir
de 1999, nous utiliserons l'euro. Nous espérons tous que l'utilisation de l'euro
facilitera et simplifiera les transferts de monnaie par exemple pour le paiement des
cotisations.
Comme mentionné dans la précédente Newsletter, l'association doit maintenant se
soumettre aux lois néerlandaises. Cela signifie que nous devons déjà modifier les
statuts dans trois domaines, ce que nous ont confirmé les avocats en charge de
l'incorporation de l'AEIBS aux Pays-Bas. Premièrement, le siège de l'association est
situé à Amsterdam aux Pays-Bas. Deuxièmement, le bureau a donné son accord pour la
procédure d'autorisation de changements dans la souscription annuelle et, enfin, nous
avons marqué notre accord sur les procédures d'approbation et de contrôle du programme
officiel de travail de l'AEIBS. En fait, ces modifications techniques ne représentent pas
de changements substantiels dans l'administration ou les procédures de l'association. Des
copies des statuts adaptés aux lois néerlandaises peuvent être obtenues sur simple
demande au secrétariat d'Amsterdam et une copie des statuts va aussi apparaître sur le
site web de l'AEIBS.
Pour 1999, les postes sont répartis comme suit au sein du bureau exécutif: Manuela
Colombi est la présidente, Liisa Salmi, la première vice-présidente et Alice Nørhede,
la seconde vice présidente, Arne Jakobsson continue sa tâche de trésorier et Elisabeth
Husem agit en tant que présidente sortante. Tony McSeán poursuit ses activités de
secrétaire et Suzanne Bakker est à présent la secrétaire-adjointe. Comme par le
passé, le candidat non élu ayant obtenu le plus de votes a rejoint le bureau exécutif
comme membre coopté, avec une participation complète de plein droit sauf pour le vote.
Donc Meile Kretaviciene de Lituanie est un membre du bureau. Le candidat suivant en nombre
de vote sera inclus dans la liste de circulation des documents du bureau.
Le président du sous-groupe actif « Industrie pharmaceutique », Vincent Maes, a
changé de travail et a quitté l'AEIBS. Nous invitons tous les membres intéressés par
ce poste à prendre contact avec le secrétariat. Le Comité Local d'Organisation et le
Comité International de Programmation de l'Atelier de Tartu 1999 ont tenu une réunion
conjointe à Tallinn fin novembre. Cette réunion a été très positive et vous pouvez
trouver le programme et d'autres informations essentielles dans ce numéro de la
Newsletter. Les représentants de la Lituanie et de la Lettonie ainsi que les membres
suédois et finnois ont participé à cette réunion et, une fois encore, il a été très
utile de discuter de ces choses face à face pour mieux comprendre la situation dans
d'autres pays. L'Estonie est un pays attirant, il y aura aussi une visite de préatelier
à Helsinki et un voyage postconference dans les autres pays baltes et peut-être à
Saint-Petersbourg.
Le bureau souhaite à tous les membres de l'AEIBS une nouvelle année prospère !

Goodbye to Vincent Maes, who has left the membership
of EAHIL because of a change of jobs. He will become project manager with Mutualité
Chrétienne, a health insurance association.
Vincent Maes was chair of the Pharmaceutical Information Group of EAHIL and has been a
member of the International Programme Committees of the Coimbra and Utrecht Conferences.
Being very active on the Internet he stimulated many of us to have a look beyond the small
circle of well-known and acquainted sources. We have to thank him in particular for taking
care of the publishing of the Newsletter on the EAHIL website.
Vincent, we wish you all the best in your new job!

Vincent Maes a quitté l'AEIBS pour cause de changement de travail. Il deviendra
manager de projet aux Mutualités Chrétiennes, une caisse d'assurance-maladie. Vincent
présidait le groupe d'information pharmaceutique de l'AEIBS et avait été membre des
Comités Internationaux de Programmation des Conférences de Coimbra et Utrecht. Très
actif sur Internet, il a stimulé nombre d'entre-nous à regarder au-delà des ressources
bien connues. Nous le remercions tout particulièrement pour avoir pris en charge la
publication de la Newsletter sur le site web de l'AEIBS. Vincent, nous te souhaitons une
grande réussite dans ton nouveau job!

The move from Brussels to Amsterdam - Suzanne

The few EAHIL members who have visited Roselyne Hoet in the office in Brussels will
know that it was a small but 'compact' workplace. I had been there a few years ago, as a
member of the election committee. Luckily we could meet in the conference room of the
building at that time, because with two people in the room Roselyne's workplace was
overcrowded. The EAHIL office was well organized, like a children's bedroom, with a bed
1.5 m high and underneath a desk. Roselyne had stored the reference books (dictionaries,
directories) and paperwork (stationary etc.) high-up, the computer on the desk right under
and the phone, fax and small writing desk at the other side. A large cupboard, full of
files and maps, aside. First thing to do after the General Assembly in Utrecht in June,
was to get to know more about the details of the everyday ongoing work of the EAHIL
secretariat. On September 17th I went to visit Roselyne for a day; we were lucky that the
trains were back on schedule. The floods in the Netherlands and Belgium had seriously
hindered the railway traffic for several days. But the fast train, the Thalys, from
Amsterdam to Brussels and Paris, brought me in a few hours, comfortably, to Brussels.
Roselyne had prepared the work to be done: the only thing I had to do was listen, listen
and again listen to her. The membership databases on the computer, the archives, the
minutes of all committee meetings, invoices, bank accounts and balance sheets, and ...
Details of Roselyne's work and duties was one thing, but the other - more important
part - was the picking up and transfer of EAHIL tradition to the ICP-group. Bank accounts
to be closed in Brussels, new accounts opened in Amsterdam; membership database converted
from a dBase format to Perfect View. At the moment of writing this report, EAHIL is almost
fully settled in Amsterdam. The actual, physical move of all the archives and secretarial
papers was done in October. Arne and I had agreed to go into a new kind of business:
European Movers. October 14th would be our first project. For this purpose Arne Jakobsson
came a day earlier to the Netherlands, I hired a van and in the early morning we, Arne, me
and my moral support, drove to Brussels. Part of the ring road around Brussels was closed,
but nevertheless, we arrived in due time and were able to load all the material with the
help of a young friend of Roselyne's family, in a few hours and, that same afternoon
everything was unloaded at the Academic Medical Centre, where Karen Beijer and her
assistant Anne-Mieke Wensing, both employees of the ICP group, were waiting for us.
Karen Beijer is the new EAHIL secretary. She is in her early thirties, has a Master's
in European Studies, including French language studies, and had spend some time in Paris
at the Sorbonne and the Universit, Institut Catholique. For two years she has been
employed by the ICP Group and is in charge of organizing conferences, postgraduate courses
and from now on, is also the coordinator of all the EAHIL secretarial work.
Karen will be assisted by her colleagues from the ICP group: the work is split into
bits: (1) membership database and invoicing, (2) bookkeeping and account management, (3)
archives, photocopying, and mailings, (4) EAHIL Newsletter.
The EAHIL Board meeting was held in Amsterdam in November, where all board members and
Vincent van Wulfen (director of the ICP group) and Karen Beijer could meet. As soon as the
exchange rate of the EURO will be known the invoices for the 1999 membership fee will be
sent out. By the time you read this newsletter, the invoice should have reached you.
Being the EAHIL supervisor of the secretariat, I am involved in everything, but the
work will be done by the ICP; so what does that mean? By discussing the details of the
work, by making the minor, every-day work decisions together with Karen Beijer I hope to
be able to clarify to Karen EAHIL history and explain (some of) the tradition. It is quite
a job to take over all the responsibilities of Roselyne, but be convinced that Karen and I
are determent to get EAHIL "millennium-proof".

LE DEMENAGEMENT DE BRUXELLES A AMSTERDAM

Les rares membres de l'AEIBS qui ont rencontré Roselyne Hoet dans le bureau bruxellois
savent qu'il s'agissait d'un emplacement de travail petit mais "compact". Je m'y
étais rendues il y a quelques années quand je faisait partie du Comité des Elections.
Heureusement que nous avions pu nous réunir dans la salle de conférence du bâtiment à
cette époque car deux personnes dans l'espace de Roselyne remplissaient toute la pièce.
Le bureau de l'AEIBS était bien organisé, comme une chambre d'enfants, avec un lit à
1m50 de hauteur et une table en-dessous. Roselyne avait stocké les livres de références
(dictionnaires, annuaires) et les paperasses tout en haut, le computer juste en-dessous et
le téléphone/fax et une petite table de travail en face. Un grand placard, plein de
dossiers et de fardes à côté.
La première chose à faire après l'Assemblée Générale d'Utrecht en juin était
d'en apprendre un peu plus sur les détails du travail quotidien au sein du secrétariat
de l'AEIBS. Le 17 septembre, je suis allée passer la journée avec Roselyne, heureusement
que les trains respectaient à nouveau les horaires. Les averses en Belgique et aux
Pays-Bas avaient sérieusement perturbé le trafic ferroviaire depuis quelques jours, mais
le train rapide, le Thalys d'Amsterdam à Paris via Bruxelles, m'a conduite agréablement
et en quelques heures à Bruxelles. Roselyne avait préparé notre travail: tout ce que
j'ai eu à faire était écouter, écouter et encore écouter. La base de donnée des
membres dans l'ordinateur, les archives, les comptes rendus de toutes les réunions de
comités, les factures, les comptes en banques et budgets, et... Les détails du travail
et des obligations était une chose, mais l'autre --la partie la plus importante-- était
d'emmener et de transférer les traditions de l'AEIBS au Groupe ICP. Les comptes en banque
bruxellois allaient être fermés et de nouveaux ouverts à Amsterdam; la base de données
des membres convertie de dBase en PerfectView. Au moment de la rédaction de ce rapport,
l'AEIBS est quasi complètement installé à Amsterdam.
Mais le déménagement réel, physique de toutes les archives et papiers du
secrétariat a été réalisé en octobre. Arne et moi, nous étions portés volontaires
pour une nouvelle tâche: Déménageurs Européens. Notre premier projet aurait lieu le 14
octobre. Pour cela, Arne Jakobsson était arrivé aux Pays-Bas la veille, j'avais loué un
van et, aux premières lueurs de l'aube, Arne, moi et mon soutien moral avons pris la
route de Bruxelles. Une partie du périphérique bruxellois était fermée, néanmoins
nous sommes arrivés à destination à l'heure et nous avons pu charger tout le matériel
en quelques heures avec l'aide d'une jeune amie de la famille de Roselyne. L'après-midi
même, tout était déchargé au Centre médical académique ou nous attendaient deux
employées du Groupe ICP, Karen Beijer et son assistante Anne-Mieke Wensing.
Karen Beijer est la nouvelle secrétaire de l'AEIBS. Elle aborde la trentaine, dispose
d'une maîtrise en études européennes incluant l'étude de la langue française. Elle a
passé quelque temps à la Sorbonne à Paris et à l'Université Catholique. Depuis deux
ans, elle travaille au sein du groupe ICP où elle est en charge de l'organisation de
conférences, de cours de troisième cycle et à partir de maintenant de la coordination
du secrétariat de l'AEIBS. Karen sera assistée par ses collègues du Groupe ICP et le
travail sera réparti en sections:
1. La base de donnée des membres et la facturation des cotisations,
2. La comptabilité et la gestion des comptes en banque,
3. Les archives, photocopies et courriers,
4. La Newsletter.
La réunion du bureau exécutif de l'AEIBS a eu lieu à Amsterdam les 27et 28 novembre
derniers. Tous les membres du bureauplus Vincent van Mulfen, directeur du Groupe ICP et
Karen Beijer se sont rencontrés à cette occasion. Dès que le taux de change de l'Euro
sera connu (les présidents des banques européennes et le président de la banque
centrale européenne se rencontrent le jeudi 31 décembre pour le fixer) les factures pour
la cotisation 1999 seront envoyées. Au moment où vous lirez cette Newsletter, vous
devriez déjà l'avoir reçue.
En tant que superviseuse du secrétariat de l'AEIBS, je suis impliquée dans tous les
processus mais le travail sera réalisé par le Groupe ICP. Qu'est-ce que cela signifie?
En mettant au point les détails du travail, en prenant toutes les décisions mineures
quotidiennes avec Karen Beijer, j'espère lui transmettre (un peu de) l'histoire de
l'AEIBS et de ses traditions. C'est une lourde tâche de reprendre toutes les
responsabilités de Roselyne, mais soyez convaincus que Karen et moi-même sommes
déterminées à créer une association à l'épreuve du millénaire.

Revision of the statutes - Alice Nørhede

The EAHIL has started the process of revising its statutes. The move of the Association
to a new home in the Netherlands and the fact, that more than a decade has passed since
the foundation in Brighton in 1987 both indicate the necessity for a revision and a
natural opportunity to commencing the task.
Autumn 1998 the Board appointed a committee with Ragnhild Lande, Norway as chairperson
and Laura Cavazza, Italy, Joop Dijkman, The Netherlands, Alice Nørhede, Denmark, Livia
Vasas, Hungary as members. Alice Nørhede, Denmark is acting as contact to the Board.
This group has tried to initiate a discussion about the Statutes at the EAHIL-L. Some
members have responded to this initiative by sending comments to Ragnhild Lande. There is
a special concern about the role of the Council which at the moments seems rather unclear
to many members. Other comments are attached to the various categories of membership which
partly is due to the European situation in the mid-eighties but now appears rather
confusing. Some members comment on the exclusion of members and on formalities about
deciding the membership fee etc.
The committee is still welcoming contributions from the membership in the coming
months. You will find the statutes on the EAHIL homepage.
The revised statutes will be presented to the Board in 1999 and finally put before the
General Assembly at the EAHIL Conference year 2000 in London.

RÉVISION DES STATUTS DE L'AEIBS

L'AEIBS a entamé la procédure de révision de ses statuts. Le déménagement à
Amsterdam et l'écoulement de plus d'une décennie depuis la fondation de l'association à
Bristol en 1987 ajoutent à la nécessité de cette révision, l'opportunité de s'atteler
à cette tâche. A l'automne 98, le Bureau a nommé un Comité présidé par Ragnhild
Lande (Norvège) et composé de Laura Cavazza (Italie), Joop Dijkman (Pays-Bas), Alice
Nørhede (Danemark) et Livia Vasas (Hongrie). Alice Nørhede fait la liaison avec le
Bureau. Ce groupe a essayé d'initier une discussion au sujets des statuts via EAHL-L.
Quelques membres ont répondu à cette initiative en envoyant des commentaires à Ragnhild
Lande. Le Conseil est un sujet de préoccupation: son rôle reste flou pour la majorité
des membres. D'autres commentaires concernent les différentes catégories de membres qui
sont en partie liées à la situation européenne du milieu des années 80 mais qui
prêtent à confusion aujourd'hui. Quelques membres ont exprimé leur opinion sur
l'exclusion de membres et sur la procédure de fixation du montant des cotisations, etc.
Le Comité accueillera toujours les contributions des membres dans les mois à venir. Vous
trouverez les statuts sur le site web de l'AEIBS. Les statuts révisés seront présentés
au Bureau en 1999 et, enfin, à l'Assemblée Générale qui se tiendra en 2000 lors de la

a) A new editor for the Newsletter to European
Health Librarians

The present editor Luisa Vercellesi will be retiring from the post in spring 1999, and
a new editor is required to take her place.
The newsletter is published quarterly and one of the main functions of the editor is to
ensure that the items in it reflect the interests of the membership, by encouraging the
submission of articles and news items, commissioning particular material and working with
the officers of the association. The editor is supported by the editorial board.
Although we have our homepage on the Internet, the printed version of the newsletter is
needed. Not all our members have access to the internet, and these two media are not
exclusive but complement each other.
Members interested in taking up this challenging task are invited to contact Luisa
Vercellesi.

UN NOUVEAU REDACTEUR OU REDACTRICE
EN CHEF POUR LA NEWSLETTER

La rédactrice en chef actuelle, Luisa Vercellesi, se retirera de son poste au
printemps 1999 et un nouveau rédacteur/rédactrice en chef est donc recherché pour
prendre sa place.
La Newsletter est publiée trimestriellement et une des fonctions principale du
rédacteur en chef est de s'assurer que les articles de celle-ci reflètent les intérêts
des membres, en encourageant la submission d'articles et d'informations, passant commande
de papiers plus spécifiques et tout cela en travaillant avec les représentants de
l'Association. Le rédacteur est épaulé par le Comité de Rédaction.
Même à l'heure de la page d'accueil sur Internet, la version imprimée de la
Newsletter est un besoin. Tous nos membres n'ont pas accès à Internet et ces deux
médias ne sont pas concurrentiels, mais complémentaires.
Les membres désireux de relever le défi sont invités à prendre contact avec Luisa
Vercellesi.

b) A new Internet editor/Rédacteur
for the Newsletter
As some of you already know, by the time you read this page, Vincent Maes will have
left Pfizer Belgium and the health information area to be in charge of other
responsibilities. As a consequence, he will not be able any longer to fulfil any functions
within EAHIL, and among others, that of Internet Page Editor.
This function includes:
- member of the Editorial Committee
- a quarterly Internet article (the Internet Page)
- the maintenance of the Newsletter Homepage

How do some external facts affect the life of some medical libraries in Belgium
Two external facts, not directly linked to library world or new technologies, have
modified my tasks:
- the doctor's accreditation system invented by the Ministry of Health;
- the decision of the Ministry of Education to replace the baccalaureat's equivalent by
some research works.
...and there's another change in my work: since November 1998, I have a full time job
with only a part in the medical field. This is not changing my way of work but this
affects my relationship with EAHIL: there's no time left anymore to be a good French
Language Editor...
So, if you are interested by that wonderful title, just read my previous editorial to

Comment quelques facteurs extérieurs affectent la vie de certaines
bibliothèques médicales en Belgique (In English)
Deux facteurs complètements extérieurs au monde des bibliothèques et qui, pour une
fois, n'ont rien à voir avec les nouvelles technologies ont augmenté considérablement
ma charge de travail:
le système d'accréditation des médecins par le Ministère de la Santé ;
le remplacement de l'examen de maturité (équivalent du baccalauréat) par des travaux
de recherche.
Premièrement, le Ministère de la Santé a décidé de distinguer les médecins qui
suivent une formation continue. A partir de ce moment, les conférences, congrès, groupes
de travail et autres ce sont multipliés. Les médecins doivent donc se documenter pour
préparer leurs interventions voire même pour assister en connaissance de cause à toutes
ces manifestations.
L'IPG occupe a lui tout seul une vingtaine de médecins et de chercheurs qui organisent
et participent aux nombreuses sessions de formation continue. En outre, l'Institut répond
également aux demandes des médecins de sa clientèle, à savoir quasi tous les médecins
de la région de Charleroi...
Ensuite, le cycle d'études secondaires s'achève aujourd'hui par une série de travaux
de recherche sur des thèmes variés. Les sujets médico-sociaux semblent avoir la cote
auprès des élèves et des professeurs, les idées tabou (mères - porteuses, ...) ou les
relents de scandale (vache folle, etc.) semblent les attirer fortement. Les sujets
génétiques sont également très en vogue, notamment les maladies très rares mais
spectaculaires (dont certains cas ont fait l'objet d'un intérêt cinématographique: «
Elephant man », par exemple). La dernière demande reçue concernait la lycanthropie (le
malade se prend paraît-il pour un loup-garou) et l'allergie à l'eau! Les spécialités
de l'Institut, à savoir la génétique humaine et la procréation médicalement
assistée, l'indiquent comme source d'information...
Hélas, les étudiants belges lisent surtout le français et ne sont, à ce stade,
guère avancés en sciences. Ce qui rend les documents de notre bibliothèque
incompréhensibles: la majorité sont rédigés en anglais pour des spécialistes
universitaires.
D'autre part, les bibliothèques publiques restent méconnues du public et
généralement peu outillées en médecine. C'est pourquoi, je dois constituer et mettre
à jour une documentation «vulgaire» en français... et gratuite car le budget de
l'institut ne couvrent pas ce genre de dépenses! Les associations de malades, les firmes
pharmaceutiques et internet m'aident énormément.
...et enfin, une dernière chose vient de changer dans mon travail: j'ai enfin obtenu
un horaire plein, dont un mi-temps seulement en médecine. Cela n'affecte pas ma pratique
professionnelle, mais ma participation à l'AEIBS: je suis obligée par manque de temps
pour m'en occuper convenablement d'abandonner le poste de Rédactrice de langue
française... Avis aux amateurs (pour la description du poste voir mon dernier

EAHIL chooses Euro - Arne Jakobsson

On the 1st of January 1999 stage 3 of EMU began. The Euro conversion rates of
participating national currencies have been officially determined and the Euro is now in
formal existence. Eleven of the fifteen EC member states are members of EMU from the
start. My country Sweden, is not.
National currencies continues to have legal force in all EMU countries at least until
1st of July 2202. At the EAHIL board meeting in Amsterdam on the 27th of November 1998 the
board decided that instead of paying the membership fee in Dutch Guilders the membership
fee should be paid in Euro. The membership fee is exactly the same in 1999 as in 1998,
except that you now pay in Euro instead of Belgian Franc. If you live inside or outside
the EMU countries it is equally as easy, or difficult, to pay in Belgian Franc, Dutch
Guilders or in Euro.
The advantages to change to Euro now is that we do not have to change again and that we
are not as vulnerable to changes of conversion rates as before.

L'AEIBS CHOISIT L'EURO - Arne Jakobsson

Le 1er janvier 1999 débute la phase 3 de l'Union monétaire européenne (UME).
Les taux de conversion des monnaies nationales en Euro a été fixé pour les
participants et l'Euro a aujourd'hui une existence formelle. Onze des quinze états
membres de la CE font partie de l'UME dès le départ. Mon pays, la Suède, n'en est pas.
Les monnaies nationales continuent à avoir force légale dans tous les pays de l'UME au
moins jusqu'au 1er juillet 2002.
A sa réunion d'Amsterdam le 27 novembre 1998, le Bureau de l'AEIBS a décidé qu'au
lieu de payer la cotisation en florins hollandais, cela se ferait en euros. La cotisation
reste la même en 1999 qu'en 1998, sauf que vous la payez en euros au lieu de francs
belges. Que vous viviez dans ou hors des pays de l'UME, c'est aussi facile ou difficile de
payer en francs belges, en florins néerlandais ou en euros. L'avantage de passer à
l'euro maintenant est que nous ne devrons pas changer encore plus tard (2002) et que nous
serons moins vulnérables aux fluctuations des cours de change qu'avant.

Resignation of our President:
Vincent Maes who has been president of the PhInfGsince 1st July 1998, is leaving EAHIL.
We would like to thank him for all the effort and time he has been kind enough to devote
to us.
Election of the new president:
We would like to hold an election as quickly as possible; all potential candidates are
asked to contact Edith Barré (Treasurer) or Ingeborg van der Burgt (Secretary). Any
comments, suggestions, criticisms and words of encouragement would be very welcome.
Appeal for contributions:
We hope to have a specific session "pharmaceutical information" at the next
EAHIL in London (July 2000) All those who wish to take part in this session are asked to
contact Edith Barré, Hélène Breul, or Ingeborg van der Burgt. All of your suggestions
would be greatly appreciated and I hope a large number of you will come and join us.
